Biography

Caroline D. Pham is Chief Legal Officer and Chief Administrative Officer at MoonPay, where she oversees the company’s global legal, compliance, risk, regulatory, policy, governance, and administrative functions. An internationally recognized leader in regulation, capital markets, and digital assets, she brings 25 years of experience spanning law, finance, and technology, including

more than a decade focused on crypto and blockchain.

Prior to joining MoonPay, Caroline served as Acting Chairman of the U.S. Commodity Futures Trading Commission (CFTC), where she advanced market structure innovation and led major digital asset initiatives. Previously, she was a Managing Director at Citi, holding senior leadership roles across legal, compliance, governance, and institutional businesses. A frequent advisor to boards, executives, and policymakers, she has worked with global regulatory and financial institutions across a wide range of sectors.

Caroline has been recognized among CoinDesk’s Most Influential and received the 2025 100 Impact Leaders Legacy Award. She holds a BA from UCLA, a certificate from UCLA Anderson School of Management, and a JD from The George Washington University Law School.
