To the Editor:
Erin E. Arvedlund's examination of the impact of decimalization on mutual-fund trading costs ("Revisiting Decimals," May 19) raises important concerns, but may be putting the cart before the horse. As a representative of an agency-only brokerage firm that never "shops" orders or trades for its own account in order to avoid conflicts of interests with its customers, I can assure you that we are having no difficulties finding liquidity for our customers on either the floor or, for OTC stocks, on the ECNs.

Richard Rosenblatt, president and ceo of Rosenblatt Securities, a floor brokerage, agency-only execution firm, joined the first half of the discussion to engage in a lively debate with the traders over NYSE trading operations ... "Whenever anyone bids or offers - they're really not advertising liquidity. They are representing something tactically in the hopes that they will attract liquidity to them. So as a tactical representation, I think that sort of runs counter to the transparency that, in the quote, I think you would like," said Rosenblatt, during one exchange.
